No. You shouldn't laugh at either evil or when harm is done, even evil people being harmed for falling into their own traps.

Do not be glad that a sinner died in his evil but rejoice that God is faithful according to his word, to punish the wicked and to protect the righteous. That is praising God for his righteousness.
