even without such a law there are things that can be done

Angry shouting for no good reason other than to harass strangers is disorderly conduct for one.

You can be "charged" at any time for any thing is the point.

Then you get your day in court and either the charges stick or they don't.

So if you act like a fool be prepared to be inconvenienced.

As the AC said, this man is being inconvenienced by his decision. The local government can enact laws, and the state, and those laws may be contrary to the rights given to citizens through the federal government. So, although the man is found guilty by local or state laws, it was a matter of time before someone broke that law in order to appeal perhaps to the supreme court where it will be established that the lower law was unjust.

Everyone should respect government and authority. But authorities shouldn't abuse their power because someone disagrees with their position.

On every question of construction, let us carry ourselves back to the time when the Constitution was adopted, recollect the spirit manifested in the debates, and instead of trying what meaning may be squeezed out of the text, or invented against it, conform to the probable one in which it was passed.
