The whole thing is based on the assumption that you are liable. If you believe it, then you assume that it is talking to you, although no one but you (and the zombie shills tell you so) makes that assumption.

If/when you stop filing, you get a letter "prompting" (prodding) you to come back to the herd, or else you "could" get in trouble.
