this is not just with getting drivers licences, it is getting anything, even opening a bank account. Everything you try to do here and UK is so wrapped up in rules and regulations it is a wonder anything is acheived..... there is no one regulating all the little rules and laws coming out so it is running rampant.  Blame Zionist Blair and his Malevolent Masters.
