the answer lies in the COLON

the part of the sentence that reads "the previous statment is false", is NOT referring to the first part of the sentence. its referring to something wholly unrelated, which the first part of the sentence is claiming to be true.

there is nothing incongruent, or logically self-referential

its a non-conditional statement
