The sign she made is the hand gesture for LONGHORN CATTLE, the mascot of UT, in Austin , Texas.
As in the University of Texas Longhorns.
Obviously you aren't old enough to have looked into colleges. It would seem you haven't ever watched college atheletics, particularly football.
