This sounds like 90% of the "Stops" have been pulled out already!
Much more and people will have to walk around naked and empty handed.
(Not much fun there in winter...)
This seems like really serious intent to find something, which means that they either know something about the possible threat we have not been told OR...
They are actually finding traces of some kind of real threat. All power is largely an illusion.

Or even special action teams...

New York City police are checking cars and monitoring the air this afternoon in response to an unsubstantiated terror threat involving a "dirty bomb," but so far authorities say they have found no evidence to verify the threat.
Authorities last night established a series of checkpoints in Lower Manhattan and at other Manhattan entry points, where officers were checking cars and trucks and questioning drivers in response to what the NYPD called a "reported radiological threat."
Officials also mobilized a battery of radiological sensors, including vehicular and helicopter-mounted devices, to sniff out a potential radiological explosive.
Authorities stressed that the threat is unconfirmed and that the city's terror alert status remained unchanged.
The New York Times reported early Saturday morning that the heightened security was prompted by a report on an Israeli website of electronic chatter between al Qaeda operatives, but NYPD officials would not confirm that.

The New York City police scaled back its deployment of additional security checkpoints and radiological sensors in Lower Manhattan yesterday, after determining that a report of a possible radioactive attack against the city was unsubstantiated.
The police learned of the threat report from Debka.com, a Jerusalem-based counterterrorism news site that reported a surge in worrisome electronic chatter on Al Qaeda sites Thursday. The messages, according to Debka.com, detailed planned attacks against New York, Los Angeles and Miami using trucks carrying radioactive bombs.
Paul J. Browne, the city’s chief police spokesman, said the department began tightening security on Friday evening around bridge and tunnels in Lower Manhattan as a precaution, while checking with intelligence agencies to determine if there was any veracity to the threat. Trucks and sport utility vehicles were stopped and searched in Lower Manhattan, and extra radiological sensors were sent out in police cars, helicopters and boats.
The deployment had been scaled back by midday yesterday after the department determined that no other agency could confirm the threat, Mr. Browne said.
“When intelligence agencies found this was uncorroborated, we backed down,” he said.
At Cedar Street and Broadway, near ground zero, two city police highway patrol cars sat yesterday afternoon with their lights flashing, behind a block-long line of orange cones, while Officer Doug DeFelice stood near the center of the street peering at trucks and cars as they rolled slowly by. However, the Police Department said that the checkpoint was routine and not connected to the threat.
Mr. Browne said that the department monitored intelligence from around the world daily, and often responded to possible threats by increasing its security, but that the public was usually not made aware. It was only after reports leaked Friday about the increased security and possible threat that the department publicly confirmed the heightened measures, he said. On Friday, Mayor Michael R. Bloomberg said the city’s daily threat level remained unchanged at orange, a level it has been at since Sept. 11, 2001.
“This kind of thing happens frequently, but it usually goes unnoticed,” Mr. Browne said of the increased security measures.
