That is what they do in Illinois in the various illegal boarding houses that have been raided. People build little cubbies in their basements and attics with bunkbeds and one toilet. They put cubbies into a garage as well. They put in a microwave and a fridge or two with a table and chairs.

Keep in mind that may of them are coming from villages that have no indoor plumbing so even one toilet and a bunkbed they have all to themselves is luxury.

Near where I live, there recently was a raid that had about 15 men living in a one bedroom apartment. So yes, they can fit that many into a home.
