Just like it took presidential codes for those nukes to be moved from N.D. to Louisiana.

That's where you are wrong. Emergency brodcast sysyems get tested all the time and nuclear ordinance DOES GET MOVED without a presidential "code". The "code" is for launch only, get it?

Do a little research.

"Compounding the error, an actual presidential code, minus any audio explanation, was sent rather than a lesser alert or a notification of a systems test of some kind."

A national emergency alert announced on local television and radio stations throughout Illinois this morning appears to be the result of a human error in Washington, D.C.

Four alerts were heard — at 7:33 a.m., 7:49 a.m., 7:55 a.m. and 8:07 a.m. The alerts came from the National Emergency Alert System, which originates its signal with the Illinois Emergency Management Agency in Springfield.

With each alert, a message scrolled across television screens that read, "The Emergency Action Notification Network has issued an emergency action notification for the United States, beginning at ..."

Radio stations and TV stations both had the warning tone for about a minute, but radio stations had no audio. The alerts are designed to override the local audio and video in case of a national emergency.

Jim Lawrence, director of operations and engineering for WGEM in Quincy, said he talked this morning with representatives with IEMA who assured him there was no emergency.

"Apparently, there's some kind of test being run that shouldn't be going out," Lawrence said. "(IEMA) is getting besieged with phone calls from all over the state."

Lawrence said a representative from Chicago with the Illinois Emergency Alert System told him that he believed the glitch was part of a test of satellite receivers linking state emerency management agencies with the Federal Emergency Management Agency in Washington, D.C.

Rather than a test code being sent to the satellites, Lawrence said he was told that the presidential code was sent instead.

WGEM is the originating source for the alerts, which are then sent to radio stations in West-Central Illinois. After the fourth alert, Lawrence disabled the system.

"We've had probably 50 calls this morning at least, and we're still getting them," he said.

Mike Moyers, general manager for STARadio in Quincy, says neither KGRC, licensed in Hannibal, Mo., or KZZK, licensed in New London, Mo., received the alerts, but the three local stations licensed in Illinois — WCOY, WTAD and WQCY — did.

Moyers said he went on WTAD at about 8 this morning to let listeners know there was no emergency.

"Our live lines were going wild, and we had some people who were alarmed," he said. "The upside of all of this is, well, at least we know it works."

A press release sent late this morning by IEMA said the satellite warning system was installed in Illinois on Monday. The federal government hoped to conduct a test of the new system this morning, but rather than being an internal test, the message was sent to broadcast stations.

"At this time, we don't know why the federal government used a 'hot' or active code rather than a test cost when they sent out this test message," said Andrew Velasquez III, director of IEMA, in the press release.

The EAS system replaced the former Emergency Broadcast System. It can be activated by the federal government, by states or by the National Weather Service.

Lawrence says the IEMA system does normal weekly tests — WGEM does one of its own, and IEMA does one. Also, IEMA does a test on the first Tuesday of each month at varying times. Each of those alerts has audio that tells listeners that it is a test.

On the IEMA Web page, its mission statement reads, "To protect the State of Illinois through integrated approaches of Emergency Management and Homeland Security. To prepare for, respond to, mitigate against, and recover from emergencies and disasters, or acts of terrorism."

i was gonna make a big ten joke about the shitty sports season that would result from obliterated states because four of those states have big ten schools in them--illinois, michigan and indiana have two each; damn, that's seven out of 11 schools--but what are other common denominators that would make them possible targets??

I was just using this tool to see if I'd be outside the blast radius, alas the site doesn't let you choose the epicenter, though it does seem accurately centered to maximize effectiveness without 'wasting' much of the blast on the lake itself if it were detonated right near the lakefront.

Man, I went from merely following this story as "I wonder IF something will happen" to possible by implication of the ENA alerts being in the region of a primary target thus personally involved.

It wasn't long ago that those EAMs were broadcast for the Illinois region, also allegedly by accident. That's what brought me out of 'conspiracy retirement,' as it were.

Anyhow, tactics-wise I'd say that Missouri/Illinois is definitely a prime target. No, there's not much prestige in either state, aside from perhaps Chicago, but there's one thing: Missouri has a city along the Illinois border. That city, population several million, is *exactly* dead center USA. The media would say the 'heart' of the US has been attacked and shattered as though it has just suffered a bout with an abusive lover. That city is Saint Louis. If STL goes down, this will be no big loss to TPTB because STL is but the armpit of this nation. However. The average citizen will see it as not only the 'heart of the nation' in ruins with millions dead or dying, but also a city which seems unimportant falling. This means their unimportant city very well could be next. NYC fell, the cultured and prospering cities were fearful. Now STL falls, and every other city will too fear the wrath of 'terrorists.'

The Gateway to the West, the Heart of the nation, the city of no prestige. This will hit home to many, especially if several other targets are attacked within the same twenty-four hour period. The homeland. The heartland. The core of the American being. You would be a fool not to attack STL or in its vicinity.

If TPTB have any competence at all, several American cities will burn, and one of those cities will either be Chicago Illinois or Saint Louis Missouri. Though perhaps I give them too much credit, and in fact they aren't capable of understanding just what would make one of those two cities such a perfect target, short-term and long-term.

I think that's a really good assessment. hadn't considered the heartland/vulnerability angle. although, i live in one of the poorest cities in the us--cleveland--and i think that tptb would feel more at liberty offing one of "us", that is, detroit, buffalo, cleveland, cincinnati, rust belt & automotive failures

It's really unfair to call St. Louis the armpit of the nation. The reports of high crime are based on the inner city areas where nobody goes. It's a pretty city with great people and that's what matters. I know that MO, WI, and MI are beautiful states, not just fly-over craters. I hope that #296337 is just trying to be funny. We're talking about human lives and the lives of your fellow Americans. What if all those people who drive for hrs. to help the victims of 9-11 had felt that way about New Yorkers?

I live in Saint Louis, work in the city and live in the county, so I know just how much of an armpit it is. It seems to me than many middle-class, particularly whites, aren't well aware of much of the city, and tend to stay in the portion of the area which is of that white, middle-class culture. A great deal of the area is ghetto-like, populated by criminals and generally hateful individuals. I mean, I live in what I would consider a decent area, and yet probably 25% of this areas population are criminals or of the mentality.

STL isn't a pleasant location. Anyhow, I stressed "armpit of the nation" as a result of, in part, how I would think TPTB would look upon STL. However, even if STL isn't the armpit, it most certainly hasn't had any deodorant rubbed on it in quite some time. I suggest spending a day in North County, or going across the river to chill in East STL. The quality of life isn't too terribly high in a large portion of the metro area, ya know.

Anyhow, I still say Chicago or Saint Louis are not only fair candidates for a nuking, but if there is going to be a five or six city nuking, I can just about guarantee that both cities have at least been considered in depth.

Here's something I don't understand. If we are being attacked by Muslim fanatics, who hate the west for it's materialism and decadence, why attack middle America? This makes no sense.

Also, if you are an Muslim fanatic, behind a hijacked airliner, there is no surer way to damage the west than to plow the aircraft into wall street and the exchange, or, the Chicago board of exchange, or other economic targets. The country would come to a standstill, we would be destroyed. That's just one reason that I believe this terrorism is bogus. Real targets that would take the west down are not being touched.
