The use of electric shock as a method of torture was first documented in Nazi, Germany, but today it is still used as an acceptable use of ... all » torture in the United States.
In Gwinnett County, Georgia, an un-edited police videotape shows 31-year-old Deacon Frederick Williams being struck with a TASER five times in 43 seconds, just 4 minutes after being led into the jail.
He was handcuffed behind his back and in leg restraints, following an epileptic seizure at his home; an ambulance was called by his wife and son, but the police arrived first. His last words were: "Don't kill me, man. Don't kill me."
No charges have been filed in the torture / murder; the County DA refused to show this video to a Grand Jury, even though another man in custody was murdered just months earlier after being tortured with a TASER by the same police.

While the Bush administration seeks to reinterpret the Geneva Conventions to allow the torture for foreign detainees, few people realize that torture is already 100% legal in the US when a US citizen is tortured by American State or Federal authorities.
The torture standards now under debate relate only to foreign detainees, who presently retain far more rights than any US citizen. However, the Bush administration has refused to address the documented and widespread torture of its own citizens of which its own officials are fully aware.

With a recent Chicago death fueling a longstanding national debate on the safety of Taser stun guns, Evanston police say they still have a lot to review before deciding if they will purchase Tasers.
Evanston Police Department has been looking at several less-than-lethal weapons, including the Taser gun, "for the past year or so," said Deputy Chief Joe Bellino.
University Police is not considering the Taser, said Asst. Chief Daniel McAleer.
Human rights advocacy group Amnesty International reported that since 2001, more than 70 people have died after police stunned them with a Taser, which shoots a low-amperage electrical current to immobilize victims.
Twelve deaths have been either directly or indirectly linked to the Taser gun, said Amnesty spokesman Christopher Watson.

The Maricopa County medical examiner has determined that a mixture of methamphetamine and poor health caused the death of a Mesa man who police shocked with a Taser stun gun Feb. 11.
An autopsy report released Wednesday said the cause of Steven J. Krohn’s death was excited delirium, a controversial condition characterized by a person’s heart shutting down because it cannot handle a stressful event.

Why Did James Chasse Jr. Die?
The official investigation concluded that Chasse died from "broad-based" trauma to his chest, caused solely when Officer Humphreys accidentally fell on top of Chasse. Chasse weighed 145 pounds. Humphreys outweighs him by about 100 pounds.
One month after Chasse died, the Portland Police Bureau said, "Based on all the information available at this time, evidence suggests that the pursuing officer landed on Mr. Chasse as they fell to the ground" and noted that the injuries were "consistent with [a] body landing on Mr. Chasse against [a] hard surface."
The bureau relied on the finding by the state's chief medical examiner, Karen Gunson, that Chasse was killed by "blunt force chest trauma" that was caused "by another person or a fall."

onsiderable public attention has been given to electronic control weapons lately. News media outlets have reported incidents in which the use of electronic control weapons were linked to the deaths of suspects, and critics have questioned the safety of the devices. Nevertheless, research supports reasonable deployment and use of these weapons. Much of what is fueling the debate today is anecdotal and not based in research.
History of Electronic Control Weapons
A quick review of the history of electronic control weapons will help the law enforcement executive to understand today's devices. Jack Cover, a National Aeronautics and Space Administration scientist, experimented with electricity as a nondeadly weapon in the 1960s. He discovered that when short-duration (milliseconds) high-energy direct-current electric pulses were applied to human beings, immediate incapacitation almost always occurred with direct, negative side effects. This discovery led to a delivery system he called the Taser.1 Cover spent several years perfecting this futuristic device, and it was introduced to the public through the 1976 Clint Eastwood film The Enforcer.
The original electronic control weapons were 50,000-volt, seven-watt stun systems that were classified as a firearm, because they used gunpowder to fire probes into targeted subjects, and fell under provisions of the 1968 Gun Control Act. Later research and development efforts resulted in the introduction of new electronic control weapons in 1999. One of the newer devices is a 50,000-volt, 26-watt system. Unlike its predecessor, this version uses nitrogen cartridges, rather than gunpowder, to fire its probes. The device is classified as an electro-muscular disruptor that overrides the central nervous system. This version of the device increases its effectiveness.2
Electronic control weapons are an important additional force option, significantly because nondeadly force options such as oleoresin capsicum (OC), or pepper spray, impact projectiles, and police batons all rely on pain to overcome a suspect's resistance to officer commands, and persons who are under the influence of drugs or alcohol or who have a mental illness may have a higher tolerance of pain that correspondingly decreases the effectiveness of pain compliance weapons. Officers employing these options sometimes find that these options have little or no effect.3 Electronic control weapons do not rely on pain and are therefore useful in situations where other weapons are not.

A retired 20-YEAR veteran of the NYPD said yesterday that cops used excessive force against his son when they zapped him four times with a Taser, hit him 15 times with a nightstick and put him in a choke hold.
Retired Lt. Alexander Lombard said his son, Alexander Lombard 3rd, 17, was beaten by cops after they arrived at a "community sponsored" barbecue at 126th St. and Park Ave. last month.

I have had trouble with the law all of my life, but for the most part, they have treated me relatively nicely. I am not a violent criminal, and I have always been submissive upon arrest. But I do not respond well to acts of aggression either.
I have not been arrested in a few years, thank God. But I do fear how these officer that I may encounter in the future will be treating me. I have a long criminal record, and I know from personal experience just how an officer treats people like me. I moved out of my home town some time ago after being subject to the threat of a ten year sentance for less than a gram of marijuana.
I have no clue what I will encounter in the future, but I really feel like hiding out in the hills for the rest of my life. I truly do feel that this poses a threat to my safety and well being. The question is, is this the worst it will get? |

I'm starting to get more than a bit scared now. I have had trouble with the law all of my life, but for the most part, they have treated me relatively nicely. I am not a violent criminal, and I have always been submissive upon arrest. But I do not respond well to acts of aggression either.

I have a long criminal record, and I know from personal experience just how an officer treats people like me. Cpl. Thomas O’Conner of the Austin Police Department pulled Snelling over onto the shoulder of MoPac in South Austin.
O’Conner clocked Snelling’s Hyundai Accent going five miles over the speed limit.
The officer asked for some ID and insurance information. Shortly afterward, Snelling was pulled from his car and shot with a Taser.
It’s taken nearly a year, but Snelling is now talking to the media.
“I don’t feel like I’ve done anything wrong at all. Not at all,” Snelling said.
Only 45 seconds passed between the time O’Conner pulled Snelling over and when he fired his Taser. At the time, all Snelling could think about was his family. His mother and his cousin were in the car with him, and can be heard screaming on the videotape.
