C'mon guys, I would have thought that you all would remember the LAST time this was posted.
This text comes from FMI 3-07.22, Counterinsurgency Operations. It's NOT Top Secret, and it was written years ago, and refers specifically to foreign operations, not domestic insurgency.
Look it up...It's all over the net.
