what is a tad more concerning is it ''needs astrometry'' which suggests to me it's orbit isn't precisely nailed down yet.

Collision is not what we need to be concerened about. There is a a theory that I read about which basically states that large NEO's (Near Earth Objects) can trigger earthquakes. The theory works something like this: As the NEO appraoches the gravitational field of both Earth and the NEO interact with each other. There is a game of gravitational tug of war at play.

Imagine two children holding both ends of a rope as far a part as possible. The rope represents the gravitational attraction between celestrial bodies. They then run towards each other and bypass each other at the mid point. This represents the Near Earth Miss. They continue running opposite of each other until they reach the full legth of the rope. This the point where the gravitational influence is released. At this point the weaker child will let go and be released from the rope. The stronger child (Earth) will be left holding the rope. At the point just before the stronger child wins their hands would be fully extended and then violently drawn inward at the moment of the weaker childs (asteroid) releases. This is a very rudimentary way to describe it but I feel it illustrates the theory affectively.

I think it is safe to say that the end of January to beginning of March that a large earthquake may be in the works.

You took the words right out of my mouth!! What if these two seperate objects are only part of a larger object which broke up and could have produced even more undetectable objects? This begs the question--what would be easier; tell the world that there is an inbound object and there is nothing anyone can do but dig in and pray, or say nothing until after there is a mile-wide crater where New York/Denver/London/Rome/Madrid etc. used to be?
