Man with gun detained near U.S. Capitol
WusaThe U.S. Capitol Police has detained a man who was carrying a shotgun on a public street near the U.S. Capitol, according to CNN.
Sgt. Kimberly Schneider, a police spokeswoman, tells Roll Call that investigators searched the man's vehicle and found something that made them "suspicious." The report doesn't explain what they found or why it was "suspicious."
Update at 2:52 p.m. ET: CNN producer Ted Barrett says he spoke with witnesses who told him that the man approached a guard shack not far from one of the Senate office buildings, where he was arrested at gunpoint and taken into custody.
Barrett says the bomb squad is searching a vehicle that is thought to be associated with the suspect.
Update at 2:56 p.m. ET: Reuters says no shots were fired in the incident. "We have one guy in custody. Nobody injured," Schneider tells the wire service.
Update at 3:08 p.m. ET: There are significant variations in the facts that are being reported by local news organizations.
WTOP-FM says the unidentified man was carrying a rifle. (This serves as the basis for an Associated Press story.)
WJLA-TV says the man was carrying a shotgun and then speculates about his destination.
Our corporate cousins at WUSA-TV have the most detailed report: "The man was walking down 1st St NE with a tactical vest, a loaded shotgun, a tactical bow and arrow and a samurai sword in a hidden case behind his back." The CBS affiliate says its anonymous sources report that the man's vehicle, which is registered in Utah, tested positive for explosives.

City Council finally passed its gun ban in July 1976, Congress- which ultimately controls the affairs of the District--enacted a 3-year moratorium on the city council's authority to change its criminal code. But the council finessed the moratorium with an end-run, placing its new gun control law under a different section of the D.C. code--Human Health and Safety.
As for long guns, the new law "allowed" residents to register rifles and shotguns, but required that those arms be kept in the home in a constant inoperable state, either through disassembly or by some other means. Ammunition (also requiring registration) had to be kept physically well away from any firearm. And it was a crime for an individual to carry an assembled firearm of any kind in the home without a license, which no ordinary citizen could get.
