romans came after the phoenicians

the phoenicians were very close to the egyptians, they shaer many gods etc
egyptians were river people and didnt sail at sea as the phoenicians did

in the 8th century, there came a people in central amercia, which changed the war traditions completely

they wore much heavier armour and helmets

they attacked cities at surprise, instead of provoking an arranged fight on some field somewhere

thex used the planet Venus for determinating their attack dates which all was new to the Maya

and

which all was very babilonian

tha babilonians namely transferred the goddess Ishtar, star, venus, goddess of life
into a war goddess

a bit like the Adonai of the Hebrews became the "Lord above armies"

babylon probably came into being when people were over poplated

if one looks at asia historically, one sees, that people were settled around the mountain line from spain to the himalayas, because mointains allowed them to "level" the weather

mountains have plenty of very different surroundings, moist valleys, dry places, streams, windy places, warm places, cold places etc

and also in the mountains many can be hidden and therefore naturally protected

whereas babylon was probably some kind of colonial city, madde of people, coming from the mountains

...from several points, with several dialects and soon, a new language was born, the akkadian, lingua franca of those times

and because they were not naturally protected, but on the contrary, a very visible and tempting target for many, they had to train an efficiant military, and they wanted to seize as much territory as they possibly could, because, they saw this as the best tactic to feel safe
