I graduated from West Point, West Pointers come from all walks of life and they end up very powerfull and knowledgable with deep ties to the US. The biggest threat I have worried about is the Clinton's willingness to transfer sensitive information to other countries and let large groups of foriegnors travel and settle too freely within our borders(collegiate system). The overall strength of the US is fairly good compared to the rest of the world.
The EU has no moral ground to complain. Look at their warring history. There are a lot of threats to the US. second guessing people like George Bush and Dick Cheney could be playing right into the terrorists hands. Bush and Cheney have families in this country too. I doubt seriously that they are anti-US in any way. |

FEMA Region VI Regional Director Ron Castleman and EPA Region 6 Regional Administrator Gregg Cooke signed the MOU, which calls for both agencies to establish and maintain a coordinated work plan that addresses Hazardous Materials and terrorism planning, training, preparedness and prevention activities.
The MOU also outlines the policy of both agencies to inform each other of threats or events that may require a coordinated emergency response. It also promotes interagency activities such as providing representation to the Regional Response Team (RRT), the Joint Response Team (JRT), the Regional Interagency steering Committee (RISC) and the Comprehensive HAZMAT Emergency Response-Capability Assessment Program (CHER-CAP) exercises.
Historically, both regional offices have worked in partnership to support the emergency management efforts of both agencies. The MOU will formalize this relationship and will be updated on an annual basis.
