Let's review:

Approx. 1998 - Reports come out FEMA is building and refurbishing camps across the USA.

Approx. 2000 - Reports surface the USA has purchased and contracted for large numbers of guillotines.

Approx. 2001 - Rumors emerge that FEMA has purchased large quantities of boxcars. Further rumors suggest these cars are being outfitted with shackles.

I'm sure I've missed a few things but you get the idea.

Now, we have an Associated Press article with FEMA declaring their intent to use trains to evacuate people en masse in the event of emergency.

Where would these trains take people? Most likely to FEMA-run shelters. Camps.
