Conclude to concur....... if the world ends up in such a mess that the only way to survive would be in remote areas where the ability to utilise fresh water for sustainence, is the only way to survive, then you'd find that bigger powers would control those areas. Whether those more powerful forces would be outlaw gangs or government ones, is besides the point.

A lot would happen (not saying it wouldn't/isn't) in food, water and resource wars over an extended period of time.

However, to live in a world (or bother to haha), in that kind of scenerio and believe families would be safe in remote lush areas, is far fetched to say the least and missing several reality checks.
