Response to 5+1 proposal depends on their response to Iran’s package: FM.
Iranian Foreign Minister Manuchehr Mottaki said on Saturday that Tehran’s response to the package presented by the five permanent members of the UN Security Council and Germany about Iran’s nuclear program depends on the 5+1 group’s response to Tehran’s package of proposals.
EU foreign policy chief Javier Solana on Saturday presented a new package of proposals to Iran with the aim of ending a six-year nuclear standoff between Tehran and the West.
“We are waiting for the 5+1 group’s clear response to Iran’s package. Surely Iran’s response to the 5+1 package depends on a logical and constructive response to Iran’s package,” Mottaki said in a meeting with Solana.
Iran’s diplomatic proposals, which were recently sent out to various world leaders and international organizations, cover various political, security, economic, and nuclear issues, and call for regional and international cooperation, he explained.
A realistic approach to Iran’s proposals can pave the way for constructive talks, and the package should be studied based on mutual respect, justice, and international treaties, he added.
Iran will never relinquish its inalienable rights but has always made it clear that it is also ready to negotiate, he noted.
World powers recognize Iran’s right to nuclear technology
Solana stated that he has found many similarities between the Islamic Republic’s proposals and the 5+1 group’s offer and this can be used to prepare the ground for negotiations.
“We ask Iran to comprehensively study the (5+1) package,” the top EU diplomat said after delivering the proposals to Mottaki.
He also emphasized, “We completely recognize the Islamic Republic of Iran’s right to peaceful nuclear technology.”
Solana on Saturday presented an updated package of incentives provided by the five permanent members of the UN Security Council and Germany to Iranian Foreign Minister Manuchehr Mottaki in a bid to end Iran’s prolonged nuclear standoff with the West.
“We fully recognize Iran’s right to nuclear energy for peaceful purposes,” Solana told reporters at a press conference, adding, “We want to have a fully normalized relationship in all the fields, in particular the nuclear field.”
The EU foreign policy chief expressed hope that the 5+1 group’s new offer of incentives would provide the ground for “real talks” with the Islamic Republic.
The package of incentives expresses the six powers’ readiness to develop cooperation with Iran in producing nuclear energy and managing nuclear waste, Solana stated.
The EU envoy said he also submitted a letter from the 5+1 group to the Iranian foreign minister.
He described Iran as a “very important and civilized country which plays a very important role in the international arena.”
Solana said the offer, which he described as “generous”, would support Iran in developing a modern nuclear energy program and also covered political and economic ties.
He said the six world powers behind the package want Iran to suspend uranium enrichment activity during the negotiations on the proposal.
“It is an offer that is going to be considered (by Iran) and we are waiting for the answer that they hope will be soon.”
Asked if the suspension of uranium enrichment is a condition for discussion of the proposal, he said, “I do not have to repeat the condition required for Iran to enter full negotiation…
“We continue to ask for a suspension during the time of negotiations and we will see the outcome of negotiations. The negotiations will take months.”
“The fact that we are here together in Iran today shows how seriously we regard the problem… I think we are in front of a win-win situation.”
He went on to say that he hoped the package would be a starting point for negotiations.
Iranian officials and Solana still agreed in meetings in Tehran to resume efforts to find a diplomatic solution to the standoff, Iranian sources said.
“A new diplomatic path has been opened… this will be a basis for fresh nuclear talks,” said an Iranian official, who declined to be named. A European diplomat said, “Both sides agreed to remain in contact and continue working.”
Solana also rejected allegations that he does not have full authority to make decisions in negotiations with Iran and that the 5+1 group does not respect the 2006 deal he signed with former nuclear negotiator Ali Larijani.
“I have full capacity to reach a deal with Iran and I am the representative of the 27-nation European Union,” Solana asserted.
Iran, EU proposals can open door to diplomacy: Solana
Iran’s top nuclear negotiator, Saeed Jalili, said on Saturday that Tehran’s package of proposals together with the world powers’ package can pave the way for talks on establishing peace and security in the world.
“The common points of Iran’s package and the 5+1 group’s can open a new path of package diplomacy,” Jalili said in a meeting with Solana.
“The Islamic Republic will make every effort to address the world’s concerns about various issues,” he stated.
Solana said, “The six countries have carefully studied Iran’s package and attach great importance to its proposals.”
“The major powers welcome Iran’s important proposals. They have no doubt about starting negotiations and want to swiftly resume talks over the common points accepted by the two sides.

Israeli Prime Minister Ehud Olmert has concluded that his country should make a swap deal with Hizbullah, a senior government official confirmed on Sunday, according to Haaretz daily.
The Israeli report comes after the Lebanese newspaper a-Diar on Thursday reported that Lebanon's senior detainee Samir Kintar has been told to pack up his belongings and prepare to return to Beirut in the near future, possibly by the end of the month. Israel had hoped Kintar would be a bargaining chip to get information from Hizbullah about the fate of missing Israeli navigator Ron Arad captured in Lebanon in 1986.

A popular Iraqi joke speaks of an aged man who marries a young girl many years his junior, called Mana. Whenever he visits his young bride, she complains that his long beard has become too white, and plucks out its white hair. He eventually ends up with no beard, and miserably speaks to himself in front of the mirror saying, "Between Hana and Mana, I lost my beard!"
The moral of the story - which rhymes in Arabic - is that men cannot please all tastes, nor two wives. Iraqis today are using the story in reference to their Prime Minister Nuri al-Maliki, who is torn between appeasing the United States, which brought him to power and kept him there despite all odds, since 2006, and pleasing his patrons and co-religionaries in Tehran.
The Americans tell him to sign a long-term agreement between with the US, maintaining 50 permanent American military bases in Iraq. The Iranians angrily order him not to, claiming this would be a direct security threat to the region as a whole, and Iran in particular. The Americans reportedly are pressing to finalize the deal by July 30, 2008, upset that no progress has been made since talks started in February. Iran has carried out a massive public relations campaign against the deal, calling on all Shi'ites in Iraq to drown it.
