Olmert: Captive Israeli soldiers in Lebanon dead.
An Israeli official says Prime Minister Ehud Olmert has told his Cabinet that two soldiers captured by Hezbollah guerrillas two years ago are dead.
The official says Olmert told his Cabinet that "we know what happened to them." It is the first time that Israel has said definitively the two men are no longer alive. Hezbollah has given no information on their conditions.
The official spoke on condition of anonymity because the meeting was still going on.
Olmert made the comments during a Cabinet debate over a proposed prisoner swap with Hezbollah. Under the deal, Israel would free a notorious Lebanese guerrilla in exchange for the two soldiers.

Talks to release an Israeli soldier held hostage by Hamas will not begin unless Israel fully commits itself to Gaza ceasefire, a Hamas official said on Thursday.
In the coming two days, Hamas will assess Israel's commitment to the ceasefire according to the amounts of goods the Jewish state allows into Gaza, said Osama al-Muzini, a Hamas leader close to the file of captive soldier Gilad Shalit.
Last Tuesday, Egypt invited Hamas to Cairo to hold indirect talks with Israel about Shalit but the Islamic movement "apologized because it rejects to start new discussions before the previous understandings are applies, especially the issue of lull," al-Muzini revealed.
On June 19, an Egyptian-brokered ceasefire between Hamas and Israel took hold in Gaza Strip. According to the deal, Israel has to stop its attacks and remove economic sanctions on Gaza in exchange for halting Palestinian rocket fire into Israel.
But the amounts of products and fuel that Israel allowed into Gaza after the ceasefire took hold, says al-Muzini, "prove that the Israeli side still evading from implementing its obligations."
Hamas led a cross-border attack in June 2006 and captured the Israeli corporal. Hamas demands to exchange him for 1,000 Palestinian prisoners in addition to jailed women, children, old and patients.
Israel tightened the economic embargo on Gaza after Shalit's kidnapping but fully sealed off the Gaza Strip a year later when Hamas seized control of the whole territory.

The second week of the Egyptian-brokered ceasefire in Gaza Strip witnessed 13 violations by Israel, a Palestinian militant group said on Thursday.
The armed wing of the Islamic Jihad movement said that most of the breaches occurred on the border areas of the Gaza Strip when Israeli soldiers fired at farmers who approached their lands near the security fence that separates between Gaza and Israel.
Other violations of the second week, which started on June 26, included firing at Palestinian fishermen in the sea and the presence of reconnaissance planes, the Islamic Jihad added.
The six-month ceasefire deal between Hamas and Israel took hold on July 19, which calls on Palestinian factions to stop firing rockets into Israel, Israel is required to stop its attacks into Gaza and ease the blockade it imposed on the Strip when Hamas took over the territory more than one year ago.
The Islamic Jihad violated the ceasefire in its first week by firing a rocket into Israel to retaliate for an Israeli army operation in West Bank though the territory stays out of the ceasefire.

No threat to Iran: U.S. Fifth Fleet commander.
The new commander of the U.S. Fifth Fleet says the American naval presence in the Persian Gulf poses no threat to Iranian interests.
Speaking to reporters in Bahrain on Saturday, Vice Admiral William Gortney claimed the White House only seeks to send a 'very clear message' that its naval presence will help 'maintain security' and 'provide stability' in the region.
Gortney, who was navy chief during the U.S.-led invasion of Iraq, suggested that his 'experience' in the Persian Gulf was the main factor for replacing Vice Admiral Kevin J. Cosgriff as the commander of the Fifth Fleet.
A New York Times report recently revealed that Tel Aviv may have staged military maneuvers over the Mediterranean in early June to prepare for aerial strikes on Iran's nuclear sites.
Gortney's remarks came shortly after Iran's armed forces chief, Major General Hassan Firouzabadi, warned that in case of an attack against Iran the country would not hesitate to take all necessary measures, including shutting down the Strait of Hormuz, to secure its national interests.
The strategically important Strait of Hormuz, between Iran and Oman, is a vital conduit for energy supplies. As much as 40 percent of the world's crude oil passes through the Persian Gulf waterway.

TEHRAN, Iran (AP) — Iran indicated Saturday that it has no plans to meet a key Western demand that it stop enriching uranium, a day after Tehran sent the European Union a response to an international offer of incentives for halting enrichment.
The content of that response has not been made public and there was caution about the prospects of progress.
"It was not something that made us jump up and down for joy," said one European official, who spoke on condition of anonymity because the information was confidential. "We are in a holding mode until we get a chance to look at it more closely."

White House press secretary Dana Perino told reporters traveling with President Bush en route to a G-8 summit in Japan that the U.S. administration was still evaluating Iran's response.
"We're going out to consult with our allies about what Iran's response means," Perino said. "We'll just have to see how this is received by others before we make a formal response."
A positive response could open the way to renewed negotiations that might help cool recent sharp exchanges between officials on both sides. In recent weeks the U.S. and Iran have traded threats and warnings over possible American or Israeli military action.
But Iranian government spokesman Gholam Hossein Elham insisted Tehran would not change the central part of its controversial program. Uranium enrichment can produce either fuel for a nuclear reactor or the material for a warhead. Iran insists its enrichment work is intended to produce fuel for nuclear reactors that would generate electricity.
"Iran's stand regarding its peaceful nuclear program has not changed," Elham told reporters. He said Iran was ready to negotiate on its program "within the framework of the international rules and regulations."
He did not elaborate. But Iranian state media reported Friday that EU foreign policy chief Javier Solana and Iran's top nuclear negotiator, Saeed Jalili, have agreed to hold the latest in a series of talks in the second half of July.
The European official, however, said no firm decision will be made by Solana to meet with Jalili until the contents of the Iranian response had been evaluated.

Israeli Prime Minister Ehud Olmert will meet Palestinian president Mahmud Abbas at an international conference in Paris later this month, a senior Israeli official told AFP on Sunday.
The two are expected to attend a July 13 summit hosted by French President Nicolas Sarkozy to launch a new "Mediterranean Union" aimed at boosting cooperation between the European Union and north African and Middle Eastern states.
The official, speaking on condition of anonymity, said the two leaders would hold one-on-one talks on the sidelines of the meeting.
Olmert, Abbas and their respective negotiating teams have met regularly since a US-hosted conference last November formally relaunched the Middle East peace process after a near seven-year hiatus.
Both leaders, along with US President George W. Bush, have vowed to reach a comprehensive agreement resolving the decades-old conflict by 2009, but the negotiations have so far shown little sign of progress.

Abbas appointed Fayyad, a western-backed economist, to lead a government ruling from the West Bank city of Ramallah after firing a Hamas-led coalition government in June 2007. Hamas does not recognize Fayyad and the deposed Hamas government still rules Gaza.

Iranian Foreign Minister Manuchehr Mottaki’s letter to the foreign ministers of the 5+1 group and EU foreign policy chief Javier Solana was the expression of Iran’s readiness to negotiate on the nuclear issue, said Alaeddin Borujerdi, the Majlis National Security and Foreign Policy Committee chairman, here on Sunday.
Responding to a question on how Mottaki’s letter was delivered to U.S. Secretary of State Condoleezza Rice, he said, “Ordinarily, Iran-U.S. connections are through the Swiss Embassy.”
Saeed Jalili, Iran’s Supreme National Security Council (SNSC) secretary and chief nuclear negotiator, is set to meet Solana in the next two weeks for nuclear negotiations.
Stressing that Jalili and Solana’s talks will be “preliminary”, Borujerdi went on to say “Since both parties have (presented) packages, the negotiations are balanced and there are many common points.
“In contrast to the current propaganda campaign, the atmosphere is ready to enter into a serious debate with a positive approach.”
An EU spokeswoman said on Saturday Solana is willing to meet Iran’s chief negotiator soon.
She said EU foreign policy chief held first telephone consultations on Saturday on Iran’s written response to a letter he delivered to Tehran last month on behalf of the United States, Britain, France, Germany, Russia, and China.
“One of the things to decide is to meet Jalili, and if so when. In principle, the position is to respond favorably,” Solana’s spokeswoman, Cristina Gallach, told Reuters.
She said Jalili had requested such a meeting in a telephone call with Solana on Friday in which he stressed “common ground”.
Gallach declined to give details of the content of the Iranian reply, saying the major powers were still studying the four-page letter from the Iranian foreign minister and holding consultations.
The Islamic Republic insists its nuclear program is purely for civilian energy purposes and has said it will never give up what it regards as its legal right to enrichment.
