Activists from various political factions are holding continuous meetings to develop a working paper on the mechanisms for the implementation of President Mahmud Abbas's initiative for national dialogue.

The activists who participate in the meetings that are held in Gaza seek to prepare this working paper to submit it to President Abbas, the National Dialogue Committee, and the Hamas Movement to end the political division.

A reliable source told Al-Ayyam that representatives of four political forces met regularly in Gaza away from the media to draft this paper and present it to the national action factions.

President calls nuclear talks a ‘step forward:

President Mahmud Ahmadinejad on Sunday described Geneva talks between Iran and the European diplomats as a step towards ending the nuclear standoff.

Supreme National Security Council (SNSC) Secretary Saeed Jalili and EU foreign policy chief Javier Solana held talks in Geneva on Saturday over ending Iran’s long-running nuclear standoff with the West.

“Any negotiation that takes place is a step forward for us,” Ahmadinejad told reporters.

“Yesterday’s (Saturday) negotiation is regarded as one of these forward-moving negotiations,” Ahmadinejad added.

U.S. senior diplomat Williams Burns for the first time attended the talks which marked the highest-ranking meeting between the two countries in three decades.

Also present were representatives from the five veto-wielding members of the UN Security Council plus Germany.

China, Russia, Britain, the United States, France and Germany last month presented Iran with a revised package of incentives in return for a halt in Tehran’s uranium enrichment activities.

The package which is a follow-up of an original proposal in 2006, offers nuclear cooperation and wider trade in aircraft, energy, high technology, and agriculture.

Iran has also presented its own package of proposals on resolving international challenges including the threat of nuclear proliferation and has said it has found common ground between the two separate packages.

Senior Iranian officials have repeatedly rejected calls for a halt in Tehran’s uranium enrichment work and have expressed readiness to talk “only on common points”.

Talks on common points

Top nuclear negotiator Saeed Jalili held separate talks in Geneva on Sunday with the Russian representative in the nuclear negotiations.

Jalili told Sergei Kislyak that new talks between the two sides should focus on the common points between the two packages of proposals.

Kislyak reasserted Russian position that Iran’s nuclear dispute must be resolved through negotiations. Any action against Iran outside the framework of international law would be untrustworthy, he added.

China opposes unlawful actions against Iran

In a separate meeting with Jalili, Chinese representative in Geneva talks said Beijing believes that the international community should find a diplomatic solution to Iran’s nuclear dispute.

Bejing is opposed to any action outside international law, he asserted.

Jalili said Iran is seriously pursuing the negotiations and demands that the two sides focus on common viewpoints in order to find ways to settle the nuclear row.

British Foreign Secretary David Miliband says the EU will not support a military strike on Iran over the country's nuclear program.

After a Tuesday meeting between EU foreign ministers and foreign policy chief Javier Solana, Miliband said the union supports dialogue to resolve the issue.


He said Tehran has to 'get serious' about answering questions over its nuclear enrichment project, the Associated Press reported.

"The offer that has been made to Iran on the one hand ... and the sanctions on the other, if they refuse to engage and reply, is exactly the right approach,'' Miliband said referring to a package of incentives proposed by the five permanent members of Security Council plus Germany (P5+1) which requires Tehran halt uranium enrichment in exchange for political and economic benefits.

The six powers have set a two-week deadline for Iran to respond to their offer, while setting the stage for a new round of UN sanctions against the country.

The most recent UN nuclear watchdog report concluded that there is no link between the use of nuclear material and the 'alleged studies' of weaponization attributed to Iran by Western countries.

Miliband's remarks contradict British Prime Minister Gordon Brown's promise to the Israeli parliament not to stand by and allow Iran to acquire 'nuclear weapons'.

Israel and the US accuse Iran of pursuing a military nuclear program and threaten to attack the country should the Islamic Republic continue its enrichment activities.

Iran has cited diplomacy as the only means acceptable in clarifying the nature of its nuclear activities and has warned that it would target Israel and 32 US bases in the region should the country come under attack.

I have warned about Israel forming a national unity government. If that happens, it is because Israel is prepared to move first. The latest gossip is that this government will be formed soon and Olmert will step down. Olmert knows he cannot lead Israel through this coming war and so he will step down or be forced out at elections.

Israel's concern is that the Hezbollah have been arming more and more missiles and placing its troops on high military readiness. Syria too has troops on high readiness.

Timeline - bets are on October still, but one could get a payout in late August or September with their bets now.
