Interesting to consider what could have been. If the PA had been successful this morning, they likely would have kidnapped or killed a good number of Israelis. The response would have been significant - then again, would Olmert have sat on his hands? Last time this occurred, the summer of 2006, Israel went after the PA. This time, I still believe that Hamas is working hand in hand with Syria, Iran and the Hezbollah. They had hoped to spark Israel today. They will try again, and likely tonight. There have been calls for Palestinians to storm the border.
In the meantime, Iran's underling Al Sadr, is claiming he may make open war against Iraq as the U.S. continues to clean-up on his fighters.
Lets see what else comes up today through tomorrow.

Hamas isn't through yet. They would not have left everything to the success or failure of a single attack. Besides, at some point, if you plan to take the offensive, you simply attack. Figuring out who to blame is job assigned by the winners anyway.

If Iran/Syria/Hezbollah and Hamas are in collusion to launch a major offensive, they'll do it at some point whether Israel fires first or not.

South braces for infiltration from Gaza

Infiltration attempt over weekend leads to tightening of restrictions on Gaza-vicinity communities, residents instructed to refrain from approaching border fence. Defense officials concerned terrorists may use smuggling tunnels to bypass IDF

Shmulik Hadad Published: 04.21.08, 11:18 / Israel News

Residents of Israeli communities neighboring on the Gaza border have long since grown used to daily barrages of mortar shells and Qassam rockets, but the infiltration attempt at the Kerem Shalom crossing on Passover Eve served as a vivid reminder of how close to home the terror threat looms.

Defense officials have issued revised security protocols for Gaza-vicinity communities, recommending residents steer clear of border fences and isolated areas. The Sedot HaNegev Regional Council has also stationed security detail around local synagogues, fearing a terror attack.

Meanwhile on Monday rockets continued to fall, with four Qassams landing in open areas in southwest Israel. Two of the rockets landed south of Ashkelon, one in the Sderot industrial zone and the fourth in the Sha'ar HaNegev Regional Council.

But projectile attacks are not the chief concern of defense officials at present time – rather it is the possibility of a terrorist infiltrating the country undetected through a smuggling tunnel.

At Netiv Haasara residents are used to handling infiltration attempts, last August such an attack was thwarted by IDF troops at the last second. Both terrorists were killed.

"We internalized long ago that the mortar shells are intended to, among other things, distract the attention of our civilian defense unit," explained Gil Taasa, security director for the city.

"Unfortunately this scenario is one that almost played out not long ago. We were warned this month to step-up our own defense. What's more, since the incident late August we have also upgraded our response arsenal.

Middle East Efforts by Rice, Carter Spark More Violence

DEBKAfile Exclusive Report:

April 21, 2008, 10:30 AM (GMT+02:00)

While Syrian president Bashar Assad talked about an exchange of messages with Israel through a third party – Turkey and Norway – Sunday, April 21, elsewhere in Damascus, Syrian and Iranian intelligence officers were meeting secretly with Hamas leaders and promising them every support for stepped up rejectionist violence.

In particular, they backed Hamas up in its ultimatum to Egypt (and indirectly Israel) to open the border crossings and end the blockade on Hamas-ruled Gaza as the sine qua non for a lull in attacks on Israel and terms for Gilead Shalit’s release.

The impasse reached in Hamas-Egyptian truce talks, the failure of former US president Jimmy Carter’s mediation bids with Hamas and Syrian leaders, together with the presence in the region of US Secretary of State Condoleezza Rice, all contribute to the scaling up of violence.

Tehran and Damascus believe that warfare - not only on the Gaza-Israel border, but also in Iraq and Lebanon – will work best for their interests at two important Middle East encounters this week at which Secretary Rice will be present.

One opening in Bahrain Monday, April 21 will bring Rice together with the foreign ministers of Egypt, Jordan, Iraq and the six Gulf nations, led by Saud al-Faisal of Saudi Arabia. The next meeting on Iraq security, which takes place in Kuwait on April 22, will be attended by the foreign ministers of all Iraq’s neighbors, including Iran’s Mottaki Manouchehr.

Here too diplomaticspeak does not necessarily reflect the private brass-tacks talks that will take place on the sidelines of the conference.

Sunday, Rice called on Iraq’s Arab neighbors to support the Baghdad government and shield it from Iran’s “nefarious influence,” while the foreign ministry in Tehran said she was suffering from Iranophobia. Nonetheless, US and Iranian officials will talk outside the conference hall and may even arrange for their principals to meet.

The Iranians are determined to come to the negotiating table with the Americans from a position of strength. They believe their strongest card is their ability to trigger bloody clashes in Iraq, Lebanon and the Gaza Strip, thereby showing the Americans that Iran not Washington holds the whip hand in these Middle East disputes.

Orders therefore went out to Iran’s agents, proxies and dependants to keep the pot boiling in those trouble spots. The Americans responded in the past few weeks with a heavy crackdown on the Shiite cleric Moqtada Sadr’s Medhi Army in Baghdad and southern Iraq which derives support from Tehran - despite the cleric’s threat of open war.

As for Hamas, our intelligence sources report that Saturday, April 19, after the Gazan leaders Mahmoud a-Zahar and Siad Siyam, fresh from their Cairo stalemate, met former US president Jimmy Carter in Damascus - and heard his suggestion of a one- or two-week halt in rocket fire as a gesture of good will - they went straight into a conference with their masters.

Khaled Meshaal and Mussa Abu Marzuk were there as well as Iranian intelligence officers based permanently in Syria and Syrian intelligence officers who maintain liaison with Hamas. It was agreed that Hamas would not only continue to batter the Gaza-Israel border as in the last ten days, but intensify its assaults against a broader range of targets.

Sunday night, Hamas fired 8 Qassam missiles and half a dozen mortar rounds against Israel civilian locations, their first nocturnal attack of this kind.

Shortly before midnight, they directed fire at Israeli farmers who were harvesting the Kibbutz Nir Oz potato crop in bullet-proof vests by night to escape sniper fire from Gaza. Israeli air force strikes followed, hitting armed Palestinian bands. At least 8 gunmen were killed over the week end.

DEBKAfile’s military sources stress that these Israeli attacks and the deaths of its operatives offer Hamas neither disincentive nor impediment for its war preparations.

The article says they want to do it why she is there. Also I believe tomorrow in Kuwait will be a discussion on Lebanon. Hamas At War
April 21, 2008: Hamas is desperately trying to remove Israeli and Egyptian control over access to Iranian weapons supplies (not to mention food and fuel). The basic strategy is to attack the border crossings, so as to interfere with shipments of food and fuel. Then manipulate media coverage inside Gaza to make it look worse than it is. That is supposed to persuade the Europeans to force Israel to allow Hamas to bring in whatever they want (especially explosives and longer range, factory made, rockets from Iran.) Then Hamas can increase the rocket attacks on southern Israel. Currently, only a few of the home made Kassam rockets are being fired into Israel each day.

Hamas does not have a risk-free strategy going. For one thing, if they let food and fuel shortages get too severe, they risk another rebellion. Fatah still has allies inside Gaza, and many Gaza residents feel more loyalty to their clan leaders, than they do to Fatah or Hamas. But as long as Hamas puts on a good show, without too much pain, than the majority of Gaza Palestinians will go along.

But many Gaza Palestinians remain hostile to Hamas, and some are aiding Israel with intelligence on the movements of Hamas leaders. This leads to several attacks a week, usually with missiles from aircraft, against Hamas leaders. This is made more difficult by the Hamas leadership trying to stay out of sight, and in residential neighborhoods, most of the time. So the Israelis put a premium on getting them with a missile when they are travelling by car. Less elegant are the Israeli ground raids into Gaza, to grab weapons or prisoners. These often end up as battles in residential neighborhoods. Hamas encourages young (age ten and up) boys to get involved, by throwing rocks at the Israelis, or just reporting their positions. When these kids get hurt, more propaganda.

Egypt refuses to open its crossings in the south of Gaza, until Hamas agrees to behave itself. Hamas refuses, and instead threatens to blow open the security fence on the Egyptian border again, and send thousands of civilians across, like it did in January. Egypt has brought in more police and soldiers to guard the border, and told them to shoot anyone trying to force their way into Egypt from Gaza. So far, this is a stand-off, although Egypt has not stopped the smuggling tunnels from being used.

While Hamas has held its fire on the Egyptians, five Israeli border crossings (through which food and fuel pass) have been attacked in the last two weeks. On the 9th, Hamas mortars fired on the fuel crossing point, which allowed Hamas gunmen to reach the facility, where they shot dead two civilians before being killed themselves. The attacked was launched the day after the weekly fuel shipments had been delivered. Fuel shortages inside Gaza are created by Hamas, which makes quite a bit of money. Normally, gasoline sells for about $7 a gallon in Gaza (about what it costs in Israel). But Hamas creates a shortage by refusing to release supplies, then diverts some gasoline to its black market operation, which sells it for up to ten times the normal price. Hamas considers control of the gasoline supply a weapon. This ensures that Hamas always has enough fuel for its own vehicles, and any potential enemies inside Gaza do not.

Hamas is getting lots of munitions, either through the smuggling tunnels from Egypt, or via the sea from Iran. This involves Iranian ships dropping weapons (usually rockets and explosives), sealed in semisubmersible containers (that float just beneath the surface) off the coast of Gaza, at positions where the currents will carry the containers to Gaza beaches. Palestinian fishermen are alerted, and pick up many of these containers. Israeli naval patrols catch many of these containers, either on fishing boats or still in the water, but some are getting through.

On the 19th, three Hamas suicide truck bombs attempted to destroy another Israeli border crossing. But the security measures stopped them. Three Palestinians died, and 13 Israeli troops were wounded (most lightly) by the explosions. The Israelis respond after each of these border attacks, if only to try and destroy the mortars the Palestinians use to distract Israeli troops. The mortars are usually fired from a residential neighborhood, to maximize the chances of Palestinian civilians being killed. This makes great propaganda, and increases the calls for European intervention against Israel. The Palestinians are playing the Europeans hard, as Europe is the only local power capable to hurting Israel economically or militarily. The chances of this happening are remote, but Hamas is operating in a fantasyland where Islam will soon conquer the world, with the expulsion of the Jews from Israel being the first step.

Hamas is encouraged by the situation in Lebanon, where Iran continues to supply Hizbollah with rockets, and other weapons, via Syria. This traffic is supposed to be halted by UN peacekeepers and Lebanese troops, but Hizbollah has no trouble intimidating border guards, and just moving in whatever they want. That's the kind of freedom Hamas wants. If they could get European peacekeepers guarding their borders, they could proceed with their arms buildup. Ultimately, Hamas believes that a larger scale rocket attack, than the one in 2006, in conjunction with Hizbollah, could wreck the Israeli economy, and ultimately drive the Jews out of the region.

Boy lightly injured by Qassam rocket

Rocket lands in western Negev community; boy sustains light wounds from shrapnel. Another rocker fired several minutes earlier hits open area in Sdot Negev Regional Council; no injuries or damage reported

A boy was lightly injured by shrapnel Monday after a Qassam rocket landed in a community in the western Negev.

Ilan Arad, the boy's father, told Ynet, "We had just returned from the north and the boy was sitting at the back seat of the car. As we arrived at the community we heard the Color Red (alert system), and the Qassam landed in our backyard.

"The shrapnel infiltrated the car near the fuel tank and hit the boy's shoulder. He was evacuated to the hospital for medical treatment."

The rocket was fired minutes after another Qassam landed in an open area within the Sdor Negev Regional Council. There were no reports of injuries or damage in the earlier incident.

Palestinian gunmen fired four Qassam rockets toward the western Negev on Monday morning. One of the rockets landed near Shaar Hanegev Regional Council head Alon Schuster, who told Ynet he heard the rocket fly over him as he was jogging.

Yeah, I don't normally side with the conservatives on foreign policy these days but Jimmy Carter was a horrible President:
Lost Iran
Lost Nicaragua
Let Soviet troops into Cuba and did nothing about it
Let Soviet troops into Afghanistan and barely challenged them
Gave away the Panama Canal

I'm sure I'm missing more but these are the obvious foreign policy blunders of James Earl Carter.
