Seems it began it slow tendency towards toppling shortly after construction started. This was due to it being built on soil that wasn't uniform, half the tower has a hard clay and the other a soft clay beneath it. It's possible today to totally correct the angle of inclination with an injection leveling method or building repair used all over the world. But, if the don't do something to correct the problem even in a minor way every few years, it's likely to topple over. I assume they could "fix" the foundation just enough so it would be more than every few years that it needs correction and adjustments... It is one of those things that we all grew up seeing at least pictures of and consider it to be important it stays the way it is. I'm not sure I'd think the same of it if they were to decide one day in the near future to actually fix it. cant the still have it lean while still preventing it from toppling over?
