The universe was created as is and is not expanding but, given the appearance of age. Just as Adam was created as a full functional man not started out as an infant, same with the earth that gives the theory the Earth is billions years old. Time was created specifically for mankind that began with the fall in the garden when mankind rebelled against God and became mere mortals thus beginning of a life and death cycle, and this was expanded to the universe,everything dies.

Conclusion: There is a Creator and mankind is accountable to Him.
