Typically, a blue dot or some other reflective blue marker is a signal to the fire department that there's a fire hydrant across the street. If you have a fire hydrant within 20-40 feet of your driveway, that's probably the answer. Quite often, the city or county will place a blue marker in the pavement, but a lot of neighborhoods are just going with the dot, since it's cheaper.
