The dollar is going down regardless, only a quick military victory to secure ME oil and the petrodollar will allow the dollar to stay afloat.

Commentary: The "whippy" price action we've experienced in this morning's mortgage market was created by a New York Times website article late last night that said the government is considering taking over Fannie Mae and Freddie Mac and placing them in conservatorship if their financial problems worsen - this according to sources briefed on the plan. That's a nice bit of fear-mongering. In my opinion that website story should have also included a sidebar relating the birth rate of coyotes in New Mexico to a new study forecasting the imminent death of the American dream of homeownership. Both are patently not realistic.

The whole story here is that the government has for months been considering a number of strategies that might be deployed should it become necessary to rescue Fannie and Freddie at some point in the future. Placing these two entities into conservatorship is one option - among many possible solutions. No one other than an arsonist buys homeowners insurance because they are convinced their home will burn to the ground tomorrow morning. We all buy homeowner's insurance simply to be prepared in the event a highly unlikely disaster strikes. We all know it's far too late to try to buy homeowners insurance when the agent can look out his/her office window -- and see that our house is on fire. So it is with regulatory agencies, it is their business to have contingency plans in place - even though the chances they will actually implement those plans are microscopically small.

The reason the price of Treasury notes, bonds and Ginnie Mae securities are falling is that some market participants have convinced themselves that the government will have to sell billions and perhaps trillions of dollars in order to affect the bailout of Fannie and Freddie. More supply of Treasury obligations equals less demand -- and by extension lower prices. On the other hand, the price of Fannie Mae and Freddie Mac securities are rising because (at least at this juncture) buyers believe these securities will be more valuable with a brand-spanking-new government guarantee. In my opinion, once the dust settles from the round of sensationalistic journalism we are currently enduring - calmer, cooler heads will prevail and the disaster premium that has pushed the price of the Fannie Mae/Freddie Mac securities higher this morning -- will fade in the blink of an eye.

Treasury Secretary Paulson was quick to tell the media and by extension market participants everywhere this morning that federal regulators are backing Fannie Mae and Freddie Mac in "their current form." As I mentioned in this space yesterday the Office of Federal Housing Enterprise Oversight, the regulatory entity that supervises both Fannie Mae and Freddie Mac, has made it abundantly clear that both organizations are adequately capitalized."

I don't know about you -- but I will put more far faith in those who monitor the condition of the GSE's on a daily basis - rather than someone who needs to fill some column inches before a deadline expires -- in order to pick up a check at the end of the month.

Fannie and Freddie will be bailed out. That will use up the remainder of the Federal Reserve's capacity to mitigate the damage from the imploding financial entities,without direct monetization. Other banking and financial institutions will also fail,some which will receive bailouts,and others not, depending upon whether said entity is a purveyor of government bonds, or not,and the global financial systemic risk potential each entity's derivative position entails.

And the result of all this bailout and monetization?

A source at the U.S. Federal Reserve told CNBC late Friday that the central bank had held no discussions with Fannie Mae or Freddie Mac, but that it was monitoring the situation closely.

The source added that the Fed was not ready to discuss possible options with regard to the two so-called Government-Sponsored Entities.
