so they ordered restaurants to take dog meat
off the menu.

be bringing their own food to China.

I think the first problem will be something to do with the media. Some foreigner will try to make a statement about Tibet during a broadcast (say in front of the NBC booth in Tiananmen Square).
At which point Chinese police will swoop in and beat said protester to a pulp. At the same time the NBC feed will go off the air as the Chinese will pull the plug.

judges, athletes, coaches, etc.
sign off on no gambling on any event,
and
no promotion of any gambling sites or destinations.
the i.o.c. asked interpol to set up a special task force
