There is no conspiracy here, only slow moving bureaucrats, who have probably been told how to fix the damn thing a number of times. Incompetence is to blame here. "The backup power failure — the second in 13 months — is the type predicted years ago by some CDC engineers." And this stuff happens in the field everyday. |
