At least for hundreds thousands of years (millions more likely) no such thing would have been needed.
So, now it has been built just in case, or merely as an 'we can do it' exercise, because no such case is any likely; it did not happen any recently, and if something happened some very long time ago (when no one cared particularly about corn anyway).

Now we can screw up all the fucking vegetables with our new Monsanto toy and then, when they are ready for the oven, if we can get enough juice into that HAARP thingy, we can roast them pretty nicely for everyone to munch and enjoy the long awaited food prosperity for all.
