OP, I HAVE HEARD IT TOO.
I THOUGHT I WAS GOING MAD.
I THOUGHT IT WAS SOME CAR TICKNIG OVER OUTSIDE --NOTHING THERE!
IT SOUNDS LIKE THIS:

and really low, right?
Also only in the early morning hours.
yep that's the sound, and really low yes.

It's there..then it's gone, then it's back. Reminds me of the really LOW tones they would play during a hearing test. to me it's more like: eeeeeeeeeeee-oooooooooooooooo cycling over and over again when present for me seems to be about 2 seconds for each part making a roughly 4 second pulse cycle.
