More powerful motor, controller, wiring, batteries and you are 90% there!
I bought a 16hp electric motor and high current controller on ebay for $700. The amount of money you have for batteries would dictate range. The amount of money you have to spend on a motor controller would dictate performance (i.e. acceleration) more money buys you more current capacity which buys you better acceleration.
I did a project with a 1000A controller with an 9" Advanced DC Motor. System make 500 ft-lbs of torque!
Ford, GM and Chrysler are milking the government for money on this one!
