Dem DGB zufolge werden im kommenden Winter viele Menschen in Deutschland frieren müssen, weil sie die Heizkosten nicht mehr bezahlen können. "Es droht der erste Winter seit langem zu werden, in dem Zehntausende Deutsche frieren müssen", sagte der DGB-Vorsitzende Michael Sommer der "Bild am Sonntag". Aufgrund der drastisch gestiegenen Energiepreise könnten viele Mieter, Wohnungs- und Hauseigentümer ihre Kosten für Heizöl, Gas oder Kohle nicht mehr bezahlen. Deshalb müsse die Große Koalition schnell handeln.
"Frieren ist genauso schlimm wie hungern", sagte der DGB-Chef. "Das kann keine Regierung hinnehmen." Deshalb müsse es eine Gesamtstrategie für die Einführung von Sozialtarifen bis zum Winter geben. "Sinnvoll wären vernünftig gestaltete Sozialtarife für den häuslichen Bedarf an Heizung und Strom, die gleichzeitig Anreiz zum Sparen gegen." So könnten die Versorger verpflichtet werden, eine festgelegte Menge an Strom und Gas zu einem niedrigeren Preis an jeden Haushalt abzugeben. Finanziert werden solle dies aus den rasant gestiegenen Gewinnen der Energiekonzerne.

Quite the stretch to equate putting a few Patriot Missile batteries in Poland with the Cuban Missile Crisis.
Cuba was in receipt of nuclear capable missiles, they were being deployed. Launch facilities were built.
The Polish anti-ICBM thing is years away from completion.

It's not right to assume that Russia is "good" and the US is "bad" though I know that my tone often implies this. The reason is that the US is on the strategic offensive right now and looks like an aggressor while Russia has on the defensive and looks like an innocent in comparison.
I wouldn't want to live in Russia. But I do live in an America that has invaded two countries on pretty flimsy pretexts in the past 7 years and is actively provoking Russia to an end that has not properly explained to the American people. |

Russia’s invasion of neighboring Georgia has raised doubts about the security of oil and gas pipelines that cross through the former Soviet republic and the wisdom of further investment in the transport lines.
Several important lines pass through Georgia, and for Europeans and others, the routes represent a crucial counterbalance to Russia’s control of energy resources.
The foray also put an emphatic stamp on Russia’s growing influence over the region’s natural resources and, by proxy, over Europe.
The pipelines, supplying about 1% of the world’s daily oil needs, have not been damaged by the fighting, but the prospect of that led pipeline part-owner BP to shut down one of the oil lines as a precaution Tuesday. A second oil export line has been out of commission since last week because of a fire in Turkey.
“The Russians have clearly demonstrated their military capability of getting very close to the pipelines,” said Edward Chow, an energy expert at Washington’s Center for Strategic and International Studies. “And they also sent the Black Sea fleet off the Georgian coast, so they also have demonstrated that they can blockade Georgia anytime they want.”
The pipelines begin in Azerbaijan and pass through Georgian territory en route to ports on the Black Sea and the Mediterranean Sea, where tankers take the crude mostly to Western Europe.
Chow worries about whether transit lines through Georgia will remain secure in the long run and whether additional foreign investment would be safe. Russia is an energy giant on two continents through the state-controlled Gazprom, its largest company.
Gazprom produces 85% of the nation’s natural gas, controls 17% of the world's reserves and is a major supplier to countries across Central Asia and Europe.
Its former chairman, Dmitry Medvedev, was elected Russia’s president in March.
For Europeans and others, the routes through Georgia represent a crucial counterbalance to Russia’s control over pipelines and energy resources. Some hoped expansion projects throughout Georgia might further loosen Russia’s grip over European energy supplies.
Those projects were not far along, Chow said, but in light of Russia’s actions, “investors would have to reconsider how attractive those projects are.”
James L. Williams, publisher of the Energy Economist newsletter, was blunt about the possible repercussions.
“For Russia, control of Georgia and the pipeline would restore much of its influence over many of the former satellites of the U.S.S.R.,” he said. “It would have the clear benefit of increasing Russia's energy chokehold on Europe.”
Amy Myers Jaffe, an energy fellow at Rice University’s Baker Institute, believes an assertive Russia flush with oil and natural gas revenue can exercise its power by controlling crucial resources. “When the Russians are trying to claw back their power, energy is the major lever in their pursuit to do so,” she said.
However, political and economic analyst Natalia Leshchenko of consultant Global Insight believes the pipeline issue has been overblown.
“The Georgian president brought in the whole pipeline issue to probably send more worries to the West, and especially to the European consumers, to draw more attention to the conflict,” she said. “It’s not that we should ignore it, but it's certainly not a cause to panic.”
So far, energy markets have shrugged off the risk. The cost of oil fell again Tuesday, dipping $1.44 to $113.01 a barrel on the New York Mercantile Exchange. The closing price was more than $34 below the peak posted on July 11.
The most prominent among the existing pipelines is the 1,000-mile Baku-Tbilisi-Ceyhan line, which can carry up to 1 million barrels of crude a day from the Azerbaijani coast on the Caspian Sea, through Georgia and Turkey to the port of Ceyhan on the Mediterranean Sea.
The BTC is owned by a consortium of companies. It was expected to carry more than 900,000 barrels of oil a day this month for export, bypassing routes that would have taken the oil through Russia and subjected it to that country’s transit fees.
Deliveries through the BTC pipeline were halted Aug. 4 after a fire along the Turkish portion of the route. A Turkish separatist group claimed responsibility for the incident.
BP also shut down a smaller line, the Western Route Export pipeline, which was recently overhauled. It can carry up to 160,000 barrels of oil a day from Baku on the Caspian Sea in Azerbaijan to the Georgian Black Sea port of Supsa.
Also as a precaution, BP also shut down the South Caucasus gas pipeline, which transports natural gas from Baku through Georgia into Turkey. That gas is not exported.

WARSAW, Poland (AP) -- The United States and Poland signed a deal Wednesday to place a U.S. missile defense base just 115 miles from Russia - a move followed swiftly by a new warning from Moscow of a possible military response.
For many Poles - whose country has been a staunch U.S. ally in Iraq and Afghanistan - the accord represented what they believed would be a guarantee of safety for themselves in the face of a newly assertive Russia.
Negotiators sealed the deal last week against a backdrop of Russian military action in Georgia, a former Soviet republic turned U.S. ally, that has worried former Soviet satellites across eastern Europe. It prompted Moscow's sharpest rhetoric yet over the system, which it contends is aimed at Russia despite Washington's insistence the site is purely defensive.
After Wednesday's signing, Secretary of State Condoleezza Rice dismissed any suggestion the 10 missile defense interceptors - which Washington says are intended to defend Europe and the U.S. from the possible threat of long-distance missiles from Iran - represent a threat to Russia.
"Missile defense, of course, is aimed at no one," Rice said. "It is in our defense that we do this."
She denounced an earlier threat from a Russian general to target NATO member Poland, possibly even with nuclear weapons, for accepting the facility.
Such comments "border on the bizarre, frankly," Rice told reporters in Warsaw. "The Russians are losing their credibility," she said, adding that Moscow would pay a price for its actions in Georgia, though she did not specify how.
"It's also the case that when you threaten Poland, you perhaps forget that it is not 1988," Rice said. "It's 2008 and the United States has a ... firm treaty guarantee to defend Poland's territory as if it was the territory of the United States. So it's probably not wise to throw these threats around."
Hours after the signing, Russia's Foreign Ministry warned that Moscow's response would go beyond diplomacy. The system to be based in Poland lacks "any target other than Russian intercontinental ballistic missiles," it said in a statement, contending the U.S. system "will be broadened and modernized."
"In this case Russia will be forced to react, and not only through diplomatic" channels, it said without elaborating.
The Center for Arms Control and Non-Proliferation in Washington criticized the deal, saying the U.S. missile interceptors are technologically unproven and will only confirm Russian suspicions the system is directed against Moscow and not at Iran.
The deal follows an earlier agreement to place the second component of the missile defense shield - a radar tracking system - in the neighboring Czech Republic, another formerly communist country now in NATO.
"We have achieved our main goals, which means that our country and the United States will be more secure," Polish Prime Minister Donald Tusk told Rice after the signing.
Many Poles agreed. "After what happened in Georgia, I believe that this is good protection for us," said Kazimierz Dziuba, 49, a hospital worker in Warsaw.
The Georgian conflict "made the Americans agree to this deal sooner because the Russians are getting too bossy," Dziuba said.
Not all Poles were happy, however.
Alina Kesek, an 82-year-old retired office clerk who lived through World War II, when Nazi Germany and the Soviet Union divided Poland between them, and then experienced four decades of Moscow-dominated communist rule, said the Patriot missiles were a "kind of provocation" toward Russia.
"This means a threat from the Russian side," said Kesek. "I am not very pleased with this deal."
Some residents in the northern Polish town of Redzikowo, where the missile defense facility will be located, fear it may expose them to retaliatory attacks or other dangers.
Along with the main deal, the two nations signed a so-called "declaration on strategic cooperation," which is to deepen their military and political partnership.
It includes a mutual commitment to come to each other's assistance immediately if one is under attack - enhancing existing obligations both have as NATO members.
The declaration also was accompanied by a promise from the U.S. to help modernize Poland's armed forces and to place a battery of Patriot missiles there by 2012.
Rice said the deal "will help both the alliance and Poland and the United States respond to the coming threats."
Poland and the United States spent a year and a half in formal talks, which snagged in the final phase on Poland's demands for the Patriot missiles and other points.
However, the deepening U.S.-Polish friendship dominated Wednesday's proceedings.
"In troubled times the most important thing is to have friends," Rice said. "But it is more important to have friends who share your values and your aspirations and your dreams. And Poland and the United States are those kind of friends."
Approval for the missile defense sites is still needed from the Czech and Polish parliaments. No date has been set for lawmakers in Warsaw to vote, but the deal enjoys the support of the largest opposition party as well as of the government. |

My take........Alaska and Haarp would be first on their list.
would say Alaska then Washington State would be the first strike. We are in missile range but who knows.
Russia also keeps toying with American air space around Alaska.
They would like to see NY, LA and probably SF go up in smoke too.
