Well, you could follow some examples of people that have already done what you are discussing..Many wealthy people are either making arrangements or have already relocated to South America, such as Bush/Moony...Cheney will flee to Dubai...etc.

I am glad I am living in Finland. Not much crime, no terrorists, no multiculturalism (no riots), no natural disasters. Finland was ranked 3th safest country in the world and top least corrupted country. Goverment stable and able. Schooling system and health care great! We got russia as neighbour but we have good relation to them and they have learnt their lesson not attack again lol! Although weather is here quite deppressing at winter time...but I dont mind! If some place would survive ultimate doom it would be this country.

Costa Rica. Lots of Americans there. Stable economy, nice beaches, constitutional style govt., no standing army.

I would probably go to tele beach in honduras.

Brazil. Autonomous.

Canada... millions of square miles of uninhabbited, untouched wilderness. Enough water to last your life... enough game to hunt... enough berries to eat... enough materials to build structures.

Northern Manitoba/Northern Ontario/Northern Quebec, Labrador.

Be sure to bring your winter wollies.

Too many things that could kill you in Central + Southern America.

I've just read articles about both Canada and Sweden getting more fascist. Thankfully, the US is #1 in subtle fascism so everyone else isn't nearly as sophisticated. Except the UK, actually. But their press is more free and their education system is still more intact. So who knows.

Head to the "Plateau" section of Mexico..dont go into the Madeira mountains and stay away from the cities.
The Plateau, on the map, is high desert area. The plateau is very stable old rock, further south and you hit eq's and volcanoes. West, you hit the mountain area, not a good place to be with its volcanoes and the mountain building process shows in the still ragged sharp edges, meaning it will tear again. East, is low land to the Gulf, very bad place for tsunamis and hurricanes.
In the US, almost anywhere is bad when the SHTF, what would be safe from global changes is compromised by the nukes. Sedona, AZ.. or SOUTH of Denver, dont go into denver it is a FOR SURE target on the Russian(and others)radar. Stephenville, TX is another spot although Dallas north east of it is low land and a major death trap. Good Luck.
