So how long has this been going on? I heard a CNN reporter say that he had been on the tarmac for at least an hour and that was about 15 minutes ago... How long does it take to fix a "computer glitch" like this. Wouldn't they have a backup system in place? Does the Salt Lake city facility work?

It all depends on what the "glitch" is and what caused it. ALL of the GROUND facilities are "down", meaning that (according to the CNN report) "Communications problems at an FAA facility that processes flight plans are causing flight delays at airports across the U.S."

This information is undoubtedly contained in a data base somewhere. If it's system-wide (as it appears to be) and if there is not a constant back-up built into the system, they have to go in and restore, the same as you would do if you ran any kind of software with data in it. It depends on how much data has been compromised or corrupted or lost, and what kind of data base it is, and who can get it fixed.

In office data-bases, sometimes a "reboot" can fix a problem like that. Sometimes it has to be pulled off of back-up tape or CD. I doubt it's that simple in this case, but I'm just guessing (and based on experience as an office manager using medical software......)
