Yes, and it could be the scapegoat is symbolic of making another a scapegoat for this crime.
In terms of leaving one building standing, we have another part of the story that would support that. It has to do with the offering of two goats. Itīs from the link I posted.
"In Leviticus 16:8 we are told that the Lord ordered his high priest, Aaron, to īplace lots upon the two goats, one marked for the Lord and the other marked for Azazelī on the Jewish Day of Atonement. The goat designated by lot for the Lord is to be used as a sin offering, while the goat designated for Azazel "shall be left standing alive before the Lord, to make expiation with it and to send it off to the wilderness for Azazel."
And thus one "shall be left standing."

Day of Atonement

The rites to be observed on the Day of Atonement are fully set forth in the sixteenth chapter of Leviticus (cf. Exodus 30:10; Leviticus 23:27-31, 25:9; Numbers 29:7-11). It was a most solemn fast, on which no food could be taken throughout the whole the day, and servile works were forbidden. It was kept on nineteenth day of Tischri, which falls in September/October. The sacrifices included a calf, a ram, and seven lambs (Numbers 29:8-11). But the distinctive ceremony of the day was the offering of the two goats."
Note again the offering was of two goats. And servile works were forbidden. I guess no servile work could have taken place after those planes hit. Also please take notice of "Numbers 29:8-11." The last numbers are 9:11. Coincidence? But do the other numbers hold significance? From this website:

Iīve taken the flight numbers:
The first plane to hit was Flight 11 with 92 (92 a backwards 29) on board.
"The second plane to hit the towers was Flight 175 with 65 on board: 6 + 5 = 11"
"Flight 93 which crashed near Pittsburg with 38 on board: 3 + 8 = 11"
So you see how all the numbers of 29:8-11 come into play.
Probably just another coincidence. Like all those microbiologists dropping like flies.
