Plane carrying U.S., Mexico water officials goes missing

Authorities searched Monday for a plane carrying the U.S. and Mexican heads of the International Water and Boundary Commission.

Commissioners Carlos Marin, of the U.S. section, and Arturo Herrera, from Mexico, were flying to Presidio from El Paso to check out flooding along the Rio Grande but the plane did not land as scheduled, Presidio County Judge Jerry Agen said.

Agen said Jake Brisbin Jr., executive director of the Rio Grande Council of Governments, was also on the plane along with a pilot.

Sally Spener, a spokeswoman for the IBWC in El Paso, said the chartered Cesna 421 propeller plane carrying the men took off just after 10 a.m. Spener said the flight plan included a detour to the Luis Leon Reservoir in Mexico so the men could get an aerial view of a dam where water is being released to ease flooding south of the Rio Grande.

Agen said the men were reported missing after their flight did not arrive after about 3 p.m. He added that searchers were looking in a rough, mountainous section of desert about 60 miles west of Presidio near Candelaria, he said.

"It's a rough area out there, with very few roads," Agen said. "I don't have a lot of hope that we'll find something tonight."

Spener said officials with the Federal Aviation Administration, the U.S. Air Force and the U.S. Border Patrol were involved in the search, though she could not confirm the search area.

Mexican authorities have also been notified, Spener said.

Marin and Herrera head the international agency responsible for maintaining the border between the U.S. and Mexico. Each man's office inspects and maintains river levees along the Rio Grande in Texas and Mexico and were heading to Presidio to review the flooding situation in that river town.
The Rio Grande in Presidio has topped its banks and crawled up the levees on both sides of the border. Officials in both countries have evacuated residents in low-lying areas near the river. The fear, IBWC and local officials have said, is that the earthen levees, built on the U.S. side to withstand a 25-year flood, could fail and send water pouring into Presidio and into Ojinaga in Mexico.
