John the Baptist, the prophet that was the herald of Jesus, had been the Jewish Ninth Century B.C. prophet Elijah. "...For all the prophets and the Law foretold things to come until John appeared, and John is the destined Elijah, if you will but accept it.."
The Book of Reincarnations
Gilgul
The Talmud relates a true story where Rabbi Yoseph son of Rabbi Yehoshua fainted and went into the Spiritual World of Souls, he was allowed to take a glimpse at the Eternal Divine Spiritual World. When he awoke, they asked him "what did you see?" He said he saw a world that was totally "upside-down" as the great and famous people are considered unimportant in Spirit World.
Whereas some of the poorest and most unimportant people in this physical world are considered to be the greatest souls in Spirit World.
He awoke confused, but was assured by Rebi Yehoshua Ben Levi that in fact he had seen the truth and the true reality of this world and the truth of the Eternal Divine Spirit World.

Appearances are Deceptive in this Physical World
Without spiritual understanding there are many things that occur in this world that seem unjust, unfair and simply "not right". Belief in the Eternal Divine Creator of the Universe - The רבונו של עולם GOD and belief in an Eternal Spiritual World instills in a person an acceptance that whatever happens, happens for a specific reason, nothing happens by accident nor chance.
Therefore when something seemingly unfair and unjust happens, one instinctively accepts and knows that the perpetrators will not go unpunished, either in this physical world or eternally in spirit world or their souls will be forced to reincarnate to come down to earth again to correct the mistakes of their past lives; if one is the victim then maybe it is you who has needed to experience something unfair in this life to cleanse your soul from a previous life, therefore making it necessary for one to experience the pain, learn the lesson, and then learn to forgive which will break the cycle of reincarnation.
The Books are Balanced Over Many Lifetimes
The Eternal Divine records known as ספרי החיים (or known as Akashic records) are records of everything that has happened in past lives and happens in this life. In most circumstances the "books are balanced" daily or during a single lifetime; however some situations are simply beyond repair in one lifetime, and therefore a Credit or Debt is issued over a persons soul.
Such a Credit or Debt, Reward or Pain can only be collected when the person reincarnates to live life in this physical world. This is the purpose of גלגל החיים "Reincarnation of Souls" - the balancing of the spiritual books.
Nothing happens by "chance" nor "accident" in this world, everything has reason, therefore if someone has caused you pain and anguish, don't be upset, trust and know that they will feel that pain and anguish or know that maybe in a previous life you caused them pain, so now is time to forgive, heal and close that part of your soul that needs healing from the injustice and pain.

How might the Gilgul tie into the tradition of the Guf? Would it be a finite number of souls reincarnating to accomplish their tasks, or rather their unique purpose?
Ok, well rather 2 questions. I was wondering since I read your post and the Guf popped into my mind, especially the tradition of the second coming with the passage of the last soul from the Hall onto Earth.

Buddhism - Hinduism
The teachings of Tibetan Buddhism and Indian Hinduism-not to mention several other world traditions-support the anomalous archaeological findings in suggesting that humanity has a far longer provenance on our planet than western science allows. This idea is preserved in Hinduism to the present day, especially in the doctrine of the yugas.
The term yuga means "age" and refers to the Hindu belief that humanity has lived on our planet during four separate and distinct time periods: the Krita Yuga, the Treta Yoga, the Dvapara Yuga and the Kali Yuga, the first three of which have already been and gone. The names of the ages are rooted in the Sanskrit terms for four of the sides of a die, with the Krita Yoga derived from the side showing the figure 4, Treta Yoga 3, Dvapara Yuga 2, and Kali Yuga 1. This reflects the Hindu conviction that the degree of righteousness in the world diminished in an arithmetical progression as time went on.
Krita Yuga: is seen as a primeval golden age, characterized by piety, peace and plenty. The world had one God, one truth, one scripture and one rule. Fear was unknown, as was hatred, deceit or malice. This age lasted 1,728,000 years.
Treta Yoga: which was only three-quarters as righteous as the age before. Unity of religion still held sway, but now humanity no longer followed spiritual pursuits for their own sakes, but rather in the hope of reward. The Treta Yuga spanned a further 1,296,000 years.
Dvapara Yuga:, in which righteousness again diminished by a quarter. Now the single truth and single scripture fragmented into four. Humanity moved further and further from the ways of good and as a consequence found itself beset by disease and disaster. This age lasted 864,000 years.
Kali Yuga: the age in which we are living now. Once again righteousness was reduced so that in our present time we are only one quarter as spiritual as our most distant ancestors. Most of humanity no longer makes sacrifice to the One God. Hunger and fear have become commonplace, as have natural and man-made disasters. This age is destined to last 432,000 years. Names/descriptors are commonly declared based on the subject's actions, behavior or function.
I don't think John the Baptist was literally Elijah, but was filling the role of Elijah (an assertion which prompts me to read through Elijah's story some more to see what kind of parallels jump out.) The desert is a surgeon, cutting away the skin to expose what is underneath.
