I have. In two places. One was a homeless veteran in old Persian Gulf War Army uniform holding a sign asking for food, beer and a warm bed. The other was two guys in faux military uniforms stopping by Starbucks - they were shooting paintballs.

That isn't the same kind of MARTIAL law as was threatened to be imposed on the people. Both kinds of MARTIAL law were threatened.

District Attorneys are typically county-level. In my state, there are also a county prosecutors, but they deal with county and juvenile issues.

You do not even have to look at foriegn nations and their governments of the past. You only have to look at what went on here in the USA by Union and Confederate troops upon each other's civilians, but also upon their own civilians to begin to understand how this works. Americans very very quickly (like in the next day or two) need to take a serious look at what was reported and written and dairied and journaled duing the US Civil War and the "reconstrution" period afterwards and then extend that into the Indian Wars and how the Calvary treated the civilian non-indian population of the territories. Its enough to make you gasp that American could do this to Americans. Unfortunatley the teaching of and about our own US Civil War has become a marginal thing.
