Fairly strong Sickly Perfume that I can smell at MY HOUSE from neighbor's dryer exhaust....how do I get them to stop?

My neighbors ( a houseful of several Mexicans ) have a laundry house that vents a really nasty perfumy smell (probably fabric softener sheets or something) - and it drifts to my house and makes me gag. How do I stop them? Also I'm not 100% sure it's coming from their laundry - could a smell like that come from another house for another reason?
I DOES smell like the nastiest laundry fabric softener or detergent. Really makes me fucking GAG.
I hear mice and rats are repelled by that smell.
