I agree with the second comment, OP. You've heard of "the seven hills of Rome." The papacy is the first beast of Revelation 13 without a doubt, and this is what protestants orginally believed.

Note that it is the woman who sits on seven mountains, not the city. I think mountains are symbols for power and empires. So the "woman on seven mountains/hills, the mountains also being five kings" means a city in a nation that gets its power dominating an entity with seven nations, and there will be an eight king that makes a comeback and will be the new leading head among the seven.
