How to explain to you how this works? Hmmmm . . . .
These plots and their participants are as a whole like droplets of mercury on your palm. When left undisturbed each stays in its own nice tidy little dropplet, slowly moving toward the lowest point where it joins the other droplets to form a larger more acutely dangerous blob. Disturb any or all of them in any way, try to pick one up or brush it aside, and it is all over the place.

The longer you wait, the closer the droplets move toward one another. The closer they are to one another, the better your chances of getting enough of them to thwart what will happen should they all meet up if not rid yourself of them entirely. We humans are curious creatures. We each read the world with our own eyes, each of us sees the others through the lens that is our self--two words. Unless and until "something BAD" happens to us, we dismiss the warnings and actions of those "rough men [who] stand ready to violence on our behalf" as hysterical fearmongering.

As for the question, "why don't they do something?"
