Its all about metric and meter that one learns in poetry reading. How you read the poem, what metric and meter you read it with, what siloquiy, what tempo, will determine how the hearer preceives it. Rap music uses this to a different but equally effective end.

Such reading empowers the speaker with incredible power. All skilled politicians will attempt to do their best at producing that quasi-hypnotic effect in their audience. Some of us are highly resistant to it, most are not. Those of us that are usually find ourselves picking up the same speech patterns unconsciously and then adopting them as our own... then we wonder why we have our own camp of followers that just don't seem to want to just "go away".

The real skill is learning how to do it in written text. Sir Francis Bacon had that down pat.
