most likely so...where it mixes with soil, the freezing point is going to be way lower than for pure water.
also, if you have any movement of the soils, you will have friction heating and water film forming.
Another factor is that ice is an excellent insulator and any martian interior heating would accumulate below the ice layers.

The presence of water on mars would make it easier to terraform. But, if we where to do that, we need to figure out how to jump start Mars's electromagnetic field, or any atmosphere we generate will be blown off into space.
Edit: Did some reading and the article I read said any blow off could be accommodated through maintenance.
