If I remember correctly, those things underground were like a secret society of some kind. I think they became mutated and weak at some point. They agreed to stay underground if the butcher guy agrees to feed them. Otherwise, they would come up and show themselves. It was a really strange movie.

Yeah, Wikipedia has it in acceptable detail, too. Also, they mention that Clive Barker was pretty pissed because of the politics around the film's release. I read the book when i was younger (Clive Barker and Douglas Adams were my two favorite authors as a teenager), but I didn't even know the film had been made. I'll have to check it out, thanks for the thread, OP!
