I'm thinking it has something to do with an early implementation of MK-ULTRA

The head of the beast is media/entertainment/cultural illusions, the world is a desert wasteland but there used to be water.

Was Dali known to be associated with MK spooks and such?

Re: What's the meaning of this Salvador Dali painting?Quote

It depicts the head of child star Shirley Temple, taken from a newspaper photograph, superimposed on the body of a red lioness with obvious breasts and white claws. On top of her head is a bat. Surrounding the Shirley-lioness are a human skull and other bones, presumed to be from her latest kill. At the bottom of the painting is a trompe-l'œil label that reads: "Shirley!. at last in Technicolor."[4]

The painting is thought by some to be a satire of the sexualization of child stars by Hollywood.[5][6]

The technicolor reference might be linked to MK Ultra?

Could possibly have something to do with the growing fetish of having sex with a goat while wearing a bat on your head.

Start by finding out what the figure represents. It is based on greek mythology. That does not mean there is a 'message' in there that could be understood, its surrealism after all. But there are at least some aspects that can be analyzed and interpreted.

MK Ultra started in the 50's (according to wikipedia) and this painting was 1938. I think you are correct.

Is it a Sphinx, or is it just a lion?
Lioness?
Shirley Temple usually played a cute little orphan in most of her movies, so maybe the bones are those of the deceased parents.
The skeleton ship in the background means her ship has sailed.
I don't know.
