The leader of the US can definitely do things that impacts the world and their country, but the system is such that one leader can't make gigantic changes just because of his ideals.

A huge part of being the president is inspiring confidence and building trust and networks globally. I wouldn't pooh-pooh the fact that people liking him is a good reason why you should support him.
