When TPTB conduct an operation they usually plan for several outcomes, such as in 9/11 they wanted the Iraq war, a kickstart to the Amerikan police state, to cover up the trillions that Rumsfeld said were lost the day before, and probably to destroy evidence that the CIA was holding in their buildings.
