Generally if you hear an echo, my experience is that someone is listening besides the other party. For example, when you call companies or bill collectors/telemarketers...you can hear the echo as someone is monitoring them to make sure they are doing what they are supposed to do.

Cell phones and hand helds are the easiest to pick up and/or monitor even neighbors. Landlines are a little different.

Of course, I should add that if you are not being monitored which again can be done cheap by anyone..then it could also be the other phone picking up your voice and sending it back to you.

THIS SOUNDS WEIRD BUT: I swear a few times I've talked on the phone and very faintly I heard at the end of the phone call after I said goodbye a man and a woman commenting on what I just said like they were listening and talking to each other about the phone call. In the movies when there is phone tapping, it's usually just one person listening or recording, not two people talking about the phone call. It has happened on my landline.

I was on the phone a couple weeks ago to cancel a service. There was an echo. When I commented on it, the clerk said to hold on, she could try something to fix it.

It went away when she came back, and I said that I didn't know they could do that. She said something about troubleshooting, I think. It went away so I thought nothing of it afterward.

Monitoring software is a possibility. They might have been able to determine what kind of phone I was using and switch to the correct software.

Why does everyone seem to think that the second their phone starts acting weird it's the government?

As stated before, phones do weird things. Being paranoid about it is weirder. If the government is all knowing and all powerful, you wouldn't know about the tap or would be able to do anything about it anyway.

call phone company when tech shows up ask him to switch u to a good "pair" assuming you are on copper.

there should be plenty of spare with the rate people are dumping land lines.

if u think some one is listening hit disconnect and release quick if someone else is on line u will still have a connection.
