which would be normal

In my opinion, he said it ON PURPOSE...
WHY?:

Beause of this:

By saying "My Fellow Citizens", he actually states he too is a citizen.
In other words: he did want us to believe that a "Citizen" can be President, because he just was sworn in...

The fact is however that being a citizen is not enough to hold the office of POTUS. One has to be a "Natural Born Citizen"

What does it mean? : It means Obama KNOWS about his ineligible issue. And that`s why he said "My Fellow Citizens", to conceal the fact a Citizen cannot be president..and to make us believe he can be...

The entire world was watching the speech... not just Americans.

Bush personified the arrogance of "We're Americans, so that makes everything we do okay, even if its similar to the things other countries do that we condemn".

I believe Obama was trying to say he will be a President that treats every good citizen on this planet as deserving of the same respect that is extended to Americans.

I think you're just trying to twist things around, OP.

He chose his words carefully - citizen vs. American. I think he intentionally said "fellow citizens" to make the point that he considers himself a fellow citizen (equal to the populace) first vs a specialized government figure. One of the meanings of the word "citizen".

Not every person living in the US is a cilizen...some are legal aliens...i thought it was odd that he said Citizens...sort of reminded me of Roman days... Friends, Romans, Countrymen, lend me your rears!

Clinton, Bush, Reagan and Nixon all said 'my fellow citizens' at the start of their inauguration addresses too. Lyndon Johnson said 'my fellow countrymen', and that's as far back as I could be bothered to go.

SO "a member of a state" and since he said "Fellow Citizens", he referred to America and not to somehing else, like "the whole world" as somebody else previously stated..
