In replying to another post just now I realized that the cloud could indeed be the cause of these bursts of charged particles aka cosmic rays. Magnetic fields are known to accelerate particles in our atmosphere, on the sun, other stars and black holes and centers of galaxies.
Charged interstellar matter some people may call cosmic rays (although the name is a misnomer) shooting into our solar system and interacting with our sun and everything inside the solar system. The solar system is gaining matter, growing? It's on such a large scale, the density of the matter would be fairly low, so to us the process would not be fully visible and comprehensible unless you look at the entire heliosphere boundary which lays much, much further than the outer planets.
