Are the offsets determined by taxpayers who send in their tax returns via e-file? Is this how the IRS "catches" those who are delinquent in money owed to the feds? Does it make a difference if you send in your return by mail?

If you have a delinquent debt from the government your ssn will be flag and it will be garnished from your return. It doesn't matter if you file via usps or e-flie. It will be garnished according to your ssn.
